FACTS. - The Richfield City Council went into an executive session from which the public was excluded and there determined to terminate Wards employment as chief of police. The Council resumed open session and formally voted to fire Ward. The Council ratified its action in a later meeting, despite a TRO obtained by Ward to prevent further action against him.
